Both Tom and Nancy had long successful careers as public servants in the nation’s 7th largest city, San Antonio, Texas, providing disaster recovery and response. They held the position of Director and Assistant Director of Public Works for the City of San Antonio during a period of time when the City experienced numerous federally declared disaster events. They have also successfully delivered disaster recovery efforts as private consultants for the State of Texas Hurricane Ike and for several agencies recovering from Superstorm Sandy.

Unlocking Maximum Funding
A key consideration for any entity is funding; getting the most result out of every scarce public dollar possible. Our team has a strong track record of maximizing state and federal funds for clients desired results. Maximizing funding requires a complete understanding of allowable and unallowable project costs. Developing work flows and project templates along with facilitating accurate project cost accounting and program compliance are key tasks. Having staff that fully understands all federal and state regulations, rules and policies related to the administration of the program and to current acceptable accounting practices is a key component to maximizing recovery and funding.
If necessary or specifically if the disaster is grant funded by a resource agency such as FEMA or HUD, a financial report will be developed to assist with monitoring the financial status of the projects that are undertaken. The report can be formatted to provide the designed level of tracking. This includes tracking project by FEMA category, areas of responsibility, funding sources etc. The financial status report can also identify cash flow and timing of reimbursements. The benefits of comprehensive reporting can improve situational awareness across the organization and lead to the cooperation, coordination and increased communication on project planning and execution.
Critical Closeouts, Done Right
During the response phase of Hurricane Ike, our team worked closely with the Texas General Land Office to compile all documents as projects proceeded, working to reduce the time required to close out the project, thus maximizing funding and meeting audit requirements.

Hurricane Ike Debris Removal Project
Responsible for overseeing the design and construction contractors performing the work defined under the FEMA Project Worksheets for restoration of infrastructure. Program included the development of FEMA 404 and 406 funding projects. The program required a multi-agency coordination with the Texas Governors Division of Emergency Management (GDEM), the Federal Emergency Management Agency (FEMA), Texas Department of Transportation (TxDOT), and the Texas Commission on Environmental Quality (TCEQ), other Federal and State agencies, selected contract design engineers, local residents and local businesses. This program was completed with over 90% recovery of all expenditures by the State of Texas from FEMA. For every $1 in state funding, $8 of federal funding was obtained.
State of Texas Disaster Recovery Program
Responsible for program implementation for a $3 billion HUD CDBG-DR funded program for Texas recovery from Hurricanes Dolly and Ike and the Texas Wildfires. The program focused on delivery of $1.5 billion in infrastructure needs by providing a variety of services to include engineering, environmental, contracting support, and construction oversight through delivering an estimated 5,200 infrastructure projects in a 62 county area that includes over 300 grantees (cities, counties and special districts) spanning 62,000 square miles of Texas. Program was completed on budget and 5 years ahead of schedule
Superstorm Sandy Recovery
Provided activities that provided the client with unique expertise, support and proactive assistance for capital program development and operating and maintenance improvements related to storm impact relief, response, recovery, hardening, strengthening and future damage prevention.
Superstorm Sandy Recovery and Resiliency Program
Provided management support to client’s FTA funded disaster recovery program to include developing applications and justification for the Tier 3 competitive resiliency program. Client won $1.5 billion out of $3.0 billion available competitive FTA funding against 10 other well known transit entities.
